§ 14-4. Accumulation and deposit of refuse prohibited.

  • (a)

    It is unlawful for any person to deposit or place any garbage, rubbish, waste material or ashes in such a manner that the same is or tends to become a nuisance or in such a manner that endangers or tends to endanger the public health. No person having the occupancy, control or management of any premises shall cause or permit any garbage, waste material, rubbish or ashes to be accumulated thereon in such a manner that the same is, or tends to become, a nuisance or in such a manner as to endanger, or tend to endanger, the public health. It shall be unlawful for any person to throw, place, scatter, deposit, or bury any garbage, rubbish, waste materials or ashes in or upon any public street, alley or other public place or upon his own premises or the premises of another.

    (b)

    For the purpose of facilitating the removal and disposal of refuse and garbage, securing proper sanitary conditions and regulating the disposal of garbage and refuse and the loading and transportation of the same over the public streets and alleys, every owner or occupant of any house, apartment, tenement, hotel, restaurant, store or other building or premises, or his agent, shall place all garbage or refuse in a container which is designed or which is adequate for such purpose. Said container shall be sufficiently protected and covered to prevent leakage or spillage. Said owner, occupant or agent shall contract for the weekly removal and disposal of said refuse and garbage, or shall provide or make other arrangements for the removal and disposal of said refuse and garbage on a weekly basis.
