If any owner, tenant or agent in charge shall fail to cut weeds, as required by this
article, within five days after being notified to do so by the town clerk or marshal,
by notice in writing, served personally or by registered or certified mail, the mayor
may direct that the weeds be cut by the most expedient means available, using either
such employees of the town or private persons or contractors as the mayor shall determine,
and charge the cost thereof to such owner, tenant or agent in charge, together within
five percent additional for inspection and other incidentals.
