§ 2-85. Functions and duties.

  • The administrator shall be the chief administrative officer of the town government. The functions and duties of such office shall be:

    (1)

    To be responsible to the board for the efficient administration of all administrative departments of the town government and to faithfully carry out all directives and recommendations of the mayor and board in coordinating the administrative functions and operations of the various departments;

    (2)

    To supervise the enforcement of all laws and ordinances;

    (3)

    To administer and be responsible for all departments and divisions of the town government under the direction of the mayor and board;

    (4)

    To recommend an annual budget to the board and administer the budget as finally adopted, and to keep the board fully advised, at all times, as to the financial condition of the town;

    (5)

    To recommend to the board for adoption such measures as he may deem necessary and to attend board meetings with the right to take part in discussions but not to vote;

    (6)

    To establish, subject to board approval, appropriate personnel rules and regulations governing officers and employees of the town;

    (7)

    To be responsible for the purchase of all supplies, materials and equipment as authorized by the board, in the manner necessitated by and subject to the limitations imposed by law for the various departments, divisions or services of the town;

    (8)

    To serve as public relations officer of the town government, and in such capacity to investigate and adjust all complaints filed against any employee, department, division or service of the town, and to cooperate with all community organizations whose aim and purpose is to advance the best interest of the town and its citizens;

    (9)

    To be available to assist the town attorney, town clerk and town treasurer with all the facilities of their offices, and those officers in turn shall be available to assist the administrator in the performance of his duties;

    (10)

    To perform such other duties that may be prescribed by ordinance or by direction of the board.
