The town board shall have the right to amend or repeal the provisions of this article,
including all provisions regarding collection, administration, use and enforcement
of the excise tax, except that the amount of the tax and events subject to the tax
as approved by the voters on November 3, 2015, shall not be increased, expanded or
broadened without additional voter approval.
